- (Upon Reflection series) Host Marcia Alvar speaks with Hans Toch, visiting UW lecturer and expert on crime and punishment. Toch has written extensively about prison reform and inmate rehabilitation. They discuss the changing attitudes toward prisons which have eliminated many policies meant to rehabilitate prisoners, and brought about more policies along the lines of "lock them up and throw away the key". Toch points out the somewhat misguided efforts of the "war on drugs" which has a tendency to fill prisons to the brim (and with disproportionate amounts of minorities). He also explains that, although public awareness of violent crime is growing, the amount of violent crime has actually been decreasing in recent years, and he explains the demographic reasons for these decreases.
