- (Produced by Hydro-Quebec) Outlines the revised plans for Hydro-Quebec's enormous hydroelectric scheme in the northern part of Quebec focusing on Grande Baleine. While stressing the need for energy conservation, both commercial and residential, it stresses the need for new power stations. The concerns of the Native Peoples are addressed. But, in the end, it promises only on insuring a secure energy supply and the development of the Quebec economy.
