Its tragic irony is that neither the United States nor Soviet Russia join. Even league members refuse to commit their military and economic strength to accomplish its objectives. The struggling democracy of the Weimar Republic staggers between cycles of inflation and depression. Poland, Yugoslavia and Hungary become dictatorships. And in Italy, Benito Mussolini comes to power giving authoritarianism a new ideology: Fascism.
