In 1947, the National Security Act signed by President Truman created the Central Intelligence Agency. Truman quickly earmarked the new agency as a means to influence the effects of the Communist Party on the democratic elections in Italy. Following the policy decisions of the president, the CIA became a secret army of intervention. Under Eisenhower, the CIA became involved in political coups in Iran and Guatemala. Later, under President Kennedy, the CIA suffered a considerable defeat at the Bay of Pigs in Cuba.
