- (Frontline series) William Siedman, the nation's chief banking regulator, when he retired in the Fall of 1991, left behind a massive bailout of the Savings and Loan Industry that could eventually cost American tax-payers more than 700 billion dollars. The deregulation of the thrift industry, signed into law by Ronald Reagan in 1982, opened the door to "real estate speculators and outright crooks who turned some S & L's into their own private piggy banks." Reports on the Resolution Trust Corporation, the government's agency to "manage" the liquidation of assets of failed S & Ls, and the 1988 election year cover-up of the enormous debt involved.
