Richard Nixon had promised, if elected, to end the war in Vietnam. From 1968 to 1973, Nixon and Henry Kissinger worked to end the war, preferably with a victory through increased bombing, but end it any way necessary. Vietnamization increased and U.S. ground troops were withdrawn except for some advisors to the South Vietnamese army. Prisoners of war exchanged, and the spirit of detente with Russia and China helped to lead to "peace."
