- (Reckoning: The Political Economy of Canada series, Part 4) The political relationship between Canada and the United States, as personified by President Ronald Reagan and Prime Minister Brian Mulroney, may seem to be unprecedented in its warmth. Yet an equally friendly relationship existed between Mackenzie King and Franklin D. Roosevelt, the last time the free trade issue was given serious consideration. However, the central issue of who really controls Canada has always been the same and has yet to be resolved. The relationship between the two countries began with a series of wars, wars that resembled nothing so much as an assertive but dependent child bidding for autonomy from an exasperated parent.
