At approximately 1:30 pm on April 23, 1987, the L'Ambiance Plaza, an apartment building under construction in Bridgeport, Connecticut, collapsed, killing 28 construction workers. This is the National Bureau of Standards (NBS) report on its investigation. This videotape shows the presentation of Dr. Charles G. Culver, head of the NBS investigation, at a press briefing in Washington, D.C.
