- (Congress: We the People series, Part 16) Town halls are the seat of local government, the heart of the local community--where politics begin. When members of Congress return to their home districts they're very likely to spend a good deal of time in the local town hall seeing their constituents. Phil Gramm, 6th District, Texas; Al Ullman, 2nd District, Oregon; and Morris Udall, 2nd District, Arizona, are used as examples of trust built, lost and regained.
