- (Congress: We the People series, Part 15) In a country as large and diverse as the United States, congressional districts vary tremendously in every way. People, interests and problems in Albuquerque don't seem to have much in common with those in Harlem. But the ways in which legislators represent their communities, build trust with their constituents, tend to their needs and demands, protect their interests are very much the same. Rep. Charles Rangel, 16th Congressional District of New York, and Jim Coyne of Pennsylvania are used as examples of a good and an unresponsive Congressman.
