Nyerere explains his policy of non-alignment and willingness to accept aid from communist and noncommunist nations as the only practical means of obtaining the needed manpower and money to solve these problems. Nationals from several countries are shown working for many of the projects underway to raise the standard of living in Tanzania. The fragility of the bond between Tanganyka and Zanzibar is illustrated as President Nyerere reviews the separate armies from each of these Tanzanina states.
