- Three people are very important in the lives of the working Russian: the Director of an Enterprise, the Communist Party Secretary and the Chairman of its Trade Union Committee. Each of these people have different areas of responsibility, but all belong to the Communist Party and the Party controls appointments to these positions. Since many decisions concerning housing and other benefits are also made by committees under this troika, the influence of these three people extends far beyond the work place. The film selects a representative of each position and examines their influence.
