- Dr. Frederick Herzberg examines the possibilities of providing work incentives in the form of job enrichment, as contrasted with the usual attempts to provide incentive through fringe benefits, which he regards as work hygiene factors capable of staving off dissatisfaction, but otherwise incapable of providing positive motivation. Designing the job with workers' needs in mind is shown to be the real key to motivation.
