With lower government subsidy the individual is forced to save for emergencies, housing, education and old age. The Central Council for Savings Promotion actively promotes saving to the extent that, to Western eyes, it becomes social pressure. Yet that pressure is created by the Japanese among themselves for themselves for they believe that collective dimensions are greater than individual.
