- The tragedy of the retarded child is doubly distressing when the cause of retardation is avoidable. Formerly classed as "unexplained," one severe form of retardation has now been directly attributed to alcoholism in the mother. Development is extremely slow--a two-year-old may have the abilities of only an eight-month-old baby. The amount of brain damage varies but many of these babies grow up to become wards of the state unable to care for themselves. Dr. David Smith, researching the problem at the University of Washington, believes that up to one-half of the babies of alcoholic mothers are affected. And since it is fetal damage, it is permanent and there is no cure.
